Memorandum of Understanding Signed for 10,000 Megawatts Power Generation with a $10 Billion Investment in Afghanistan

In the presence of the Deputy PM for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, a Memorandum of Understanding was signed today, August 02, 2025, at the Government Media and Information Center between the Ministry of Water and Energy and Azizi Energy Private Company. The MoU pertains to the generation, transmission, and distribution of 10,000 megawatts of electricity through a $10 billion investment.
During the signing ceremony, Mirwais Azizi, CEO of Azizi Energy Private Company, stated that with the cooperation and support of the Islamic Emirate, the company possesses strong determination and full commitment to this investment. He added that practical implementation of the project will commence as early as tomorrow.
Azizi Energy will produce 10,000 megawatts of electricity across various parts of the country using gas, coal, water, wind, and solar energy. As a result, within 7 to 10 years, Afghanistan will achieve complete self-sufficiency in electricity production and will even begin exporting it abroad. Of the total 10,000 megawatts, 4,000 megawatts will be allocated to the general public and 6,000 megawatts to industrial factories. This is expected to lead to the establishment of thousands of new factories, create employment opportunities for millions of Afghans, and significantly boost the national economy.
Following the signing of the MoU, technical teams from the Ministry of Water and Energy and Azizi Energy will deploy to the relevant sites tomorrow, August 03, 2025, to conduct surveys, which will be completed within ten days. The project design is expected to be finalized within the next six months. Subsequently, in the first phase, implementation of electricity generation projects producing between 2,000 to 3,000 megawatts will begin.
