UAE Companies Express Interest in Constructing the Second Salang Tunnel and a Pharmaceutical Manufacturing Plant

The regular meeting of the Inter-Ministerial Investment Committee, under the auspices of the Office of the Deputy PM for Economic Affairs, was convened on September 8, 2026, at the Marmarin Palace.
The meeting discussed the investment interest expressed by HHM Global Industry Group, a company from the United Arab Emirates, in the construction of the Second Salang Tunnel and a pharmaceutical manufacturing plants.
The Inter-Ministerial Investment Committee welcomed the company’s interest in investing in Afghanistan and assured them that the relevant ministries and government institutions are fully prepared to cooperate with it in this regard.
Following comprehensive discussions, the company’s representatives were requested to prepare their investment proposals for the construction of the Second Salang Tunnel, the pharmaceutical manufacturing plant, as well as investment in other sectors, and submit them to the Inter-Ministerial Investment Committee for further consideration.
