Speech of Mullah Abdul Ghani Baradar Akhund at the Inauguration Ceremony of the Takhar Spin Zar Commercial Township

In the name of Allah, the Most Gracious, the Most Merciful.

Governor of Takhar Province, officials of various government institutions, representatives of the private sector, investors, guests, and all attendees:
Peace, mercy, and blessings of Allah be upon you.
May Allah Almighty keep you all in well-being and safety.

With great sorrow, I learned that the earthquake in the country’s eastern provinces last night caused significant financial losses and casualties to our dear compatriots. May Allah Almighty grant Paradise to the martyrs and swift recovery to the wounded. All relevant officials of the Islamic Emirate have mobilized and, using available resources, have reached the affected areas.

I am pleased to participate today in Takhar Province in the inauguration ceremony of two major investment projects based on public-private partnership. In addition to the public sector, investments by the private sector at all levels form an important component of the country’s economic development, and the Islamic Emirate of Afghanistan supports them.

Distinguished attendees!

It is clear that investment in the country’s productive and service infrastructure is one of the fundamental drivers of economic growth and development. Investment increases productive capacity, raises Gross Domestic Product, strengthens industry, increases the volume of exports, creates employment opportunities, and overall increases national revenue—ultimately contributing to the economic and social welfare of the people.

Today, in Takhar Province, through public-private partnership, the Spin Zar Commercial Township project is being inaugurated by Yalomon Group Company under a long-term 23-year contract valued at 2.456 billion Afghanis, on 32 jeribs of land, with an implementation period of two and a half years. Likewise, a second project is being inaugurated by Blue Galaxy Construction and Road-Building Company under a long-term 17-year contract valued at 180 million Afghanis, on 20 jeribs of land, involving facilities for vehicle sales, car washing services, carpentry workshops, and offices for construction companies, with an implementation period of two years. I regard this as a significant and effective step in the field of investment.

Through these initiatives, productive and service capacities will increase, production factors will be utilized effectively, many compatriots will gain employment opportunities, and overall, these projects will contribute to the country’s economic development.

On behalf of the Islamic Emirate of Afghanistan, I assure all traders and investors—once again, as always—that their challenges will be addressed in a timely manner, and we will fully cooperate with you in creating employment opportunities and identifying new prospects.

In conclusion, I congratulate all citizens on the inauguration of these important projects, and I strongly urge the relevant companies to conduct their activities with full integrity and transparency, in accordance with approved standards.
