Speech of the Deputy Prime Minister for Economic Affairs at the Inauguration Ceremony of the Second Road Construction Project of the Kabul-Jalalabad Highway

Honorable officials of the Islamic Emirate, Mujahideen, esteemed elders, representatives of the media, and respected guests,

We are proud to inaugurate today a significant and vital project for internal connectivity and land transport in our country – the construction of the second Kabul-Jalalabad Road. This project connects two major commercial and strategic provinces of the country, Kabul and Nangarhar, with a shorter distance.

The second Kabul-Jalalabad Road, which stretches for 150 kilometers, begins in the Bagrami district of Kabul and passes through the Khak Jabar district in Kabul and the Hisarak, Khogyani, and Surkh Rod districts in Nangarhar, eventually connecting with the Nangarhar ring road.

This road is being constructed based on the order of the Honorable Amir al-Mu’mineen, may Allah protect him, on the Kabul-Jalalabad highway, and tolls will be collected from vehicles based on their types. This toll will be transparently deposited in a specific account of the Ministry of Public Works and transferred to the bank, with the Ministry of Finance providing essential and urgent operational needs as required.

It is clear that Nangarhar is considered one of Afghanistan’s crucial border and commercial provinces, playing a vital role in the nation’s trade and regional connectivity. The second Kabul-Jalalabad road will significantly contribute to strengthening the national economy, facilitating transport between these two-key economic, commercial, and transit cities, promoting domestic trade, and playing an essential role in expanding our commercial relations with the region and the world.

The construction of this important route will provide convenience for the movement of people and traders in the region, making the transfer of goods and commodities faster, safer, and more affordable. Small and medium-sized businesses along the route will thrive, strengthening the economic and commercial ties between Kabul and Jalalabad. Traffic congestion on the first lane of the Kabul-Jalalabad Road will decrease, and traffic accidents will be reduced significantly.

Dear fellow citizens!

The standardization and strengthening of domestic transport are primary conditions for regional connectivity; internal highways and roads connect the provinces of the country and play an essential role in regional transport connectivity with neighboring countries.

The Islamic Emirate of Afghanistan has taken significant steps in building transportation infrastructure to promote trade and economic growth. However, much work is still needed in this area, and the implementation of such foundational projects is the responsibility of the Islamic Emirate.

I urge the valued residents of the region to cooperate with the relevant officials in implementing this important project. I also firmly request the project implementers to ensure that this strategic project is carried out with the highest quality standards.

In conclusion, I sincerely congratulate all citizens on the commencement of this important project and assure you that the Islamic Emirate will continue its efforts in building the country’s economic infrastructure and addressing all critical issues of our esteemed citizens in a timely manner, Insha’Allah.
