Speech by Mullah Abdul Ghani Baradar Akhund at the Launch Ceremony of the Construction of the Second Jabal al-Siraj Cement Plant

Respected officials of the Islamic Emirate of Afghanistan, esteemed Mujahideen, representatives of the media, and distinguished guests!
Peace, mercy, and blessings of Allah be upon you.
Today is another day of joy and pride as we officially commence the construction of the second large-scale cement production plant in Jabal al-Siraj. This project is not merely the foundation of a factory; rather, it is a major step toward Afghanistan’s industrial growth, economic self-reliance, strengthening domestic production, and securing the country's prosperous future.
Industry is regarded as one of the fundamental pillars of every nation's economic strength. Countries that have strengthened their industrial foundations have achieved economic stability and, at the same time, made remarkable progress in reducing unemployment, increasing exports, and improving the living standards of their people.
Afghanistan also possesses immense potential for industrial development due to its abundant natural resources, human capital, and strategic geographical location. The economic policy of the Islamic Emirate has given special attention to this objective and seeks to transform the country from an import-dependent economy into one driven by production and exports.
Cement is one of the most essential materials for the construction and reconstruction of any country. Roads, bridges, dams, schools, universities, hospitals, residential townships, and other development projects all depend on the production and availability of cement.
When we increase cement production within our own country, we reduce the need for imports, prevent the outflow of foreign currency, and create employment opportunities for thousands of our fellow citizens. At the same time, it contributes to increasing national revenues and accelerating economic activity.
This second major cement plant in Jabal al-Siraj will play a significant role in meeting the country's cement demand and will represent another important step toward Afghanistan’s industrial self-sufficiency.
Since the re-establishment of the Islamic Emirate, security has been restored throughout the country, corruption has declined to an unprecedented level, administrative procedures have become easier, and a suitable and reliable environment for investment has been established.
Every factory built in Afghanistan creates income opportunities for hundreds of families, strengthens the national economy, and lays the foundation for progress for our future generations.
The Islamic Emirate welcomes and invites all foreign investors to invest in Afghanistan’s various economic sectors. In the light of mutual respect, economic cooperation, and legal frameworks, the Islamic Emirate fully supports sound and sustainable investment.
Economic development cannot be achieved through the efforts of the government alone. Rather, the government, the private sector, and the people must work together. If we properly manage our natural resources, promote industry, and strengthen the culture of production, Afghanistan will become a strong economic and industrial country in the region.
In conclusion, I congratulate all the officials, engineers, and workers involved in the construction of the second large-scale cement production plant in Jabal al-Siraj. I hope this project will be completed on schedule, with high quality and according to the highest standards, and that it will open another bright chapter in the history of Afghanistan’s economic development.
May Allah Almighty always keep our country secure, prosperous, developed, and self-reliant.
